Inconsistency Amongst Astrology Apps/Websites??

TimePassages lists certain aspects that don’t appear on other websites when I input a person’s information. Why is that?

For example, person has Sun in weak opposition (within 10.5 degrees) with Pluto on TimePassages. But the other websites don’t even mention this aspect. Is it too weak to even be considered an influence for the person?

Is the via combusta really Scorpio?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later. Because when it has you match Libra vs Scorpio type traits, I come out more definitely Scorpio.
