How can Pluto be interpreted as an all powerful and impactful agent? Is this interpretation based on evidence like years of observation on Mercury, for example? Pluto is a tiny and distant dwarf planet, so it should not have a significant effect. What do you think?

My ascendent is - according to birth certificate time - 27 degrees Libra.
