Is the quality of a moon phase affected by the planets it is aspecting?

For example, right now the moon is conjunct uranus which is the apex of a t square between saturn and the sun/mercury. Could this last quarter moon aspected in such a seemingly negative way exacerbate an already inauspicious moin phase ?

However they both stopped at some point & we never posted on their platforms anymore!
