Angular houses in synastry

Hello in synastry squares between two persons inner planets are considered as negative or tensioning. But i have also read that that another persons planet in own abgular houses houses are good. But planets on angular houses are always sqaure the rising, that is contradictuoning to the first thesis, that squares would be bad.

Is the via combusta really Scorpio?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later.
