If a planet is transiting one of your houses, would you expect there to be distinct phases to that transit?

I.e. matching the corresponding sign's decans for example, or the degree to which your house overlaps between two signs. I know a lot of people use the whole sign system, but I'm curious as to whether others think it matters for a transit if a sign is only partially in a house. Especially thinking about longer, outer planet transits like Pluto here.

Is the via combusta really Scorpio?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later.
