Out of sect domiciles?

How do you interpret out of sect domiciles / exaltations, e.g. a dignified Jupiter in a night chart, or dignified Mars in a day chart?

I have seen some people say that domicile planets tend to be good no matter what, but otherwise the consensus seems to be that planets that are out of sect are turned against you or otherwise working at cross purposes, and so I'm curious how other people more experienced with sect interpret these.

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later. Because when it has you match Libra vs Scorpio type traits, I come out more definitely Scorpio.
