What does it mean if two planets are in the same sign and house, but there is more than 10 degrees between them so it's not a conjunction?

This is just an example, but if someone had their venus in 1 degrees libra with their pluto in 28 degrees libra?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later.
