How can one determine if sun, rising, or moon is more dominant in his/her birth chart?

I've read that it depends in which house + element + aspects would determine which is more dominant. Of course the rising is always in the first house, but does it matter if there are planets in it, that makes conjunction for example? I've heard that..

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later. Because when it has you match Libra vs Scorpio type traits, I come out more definitely Scorpio.
