Is Venus associated with innate talents or is that more associated with the fifth house?

I think I read in a book a couple of years ago about how venus is our natural talents, but I still find it hard to interpret. For example, if venus makes an aspect to neptune, would that mean this person is more musically inclined or spiritually inclined, if venus makes an aspect to pluto, does transformation come easier, or if venus makes an aspect to saturn, does that mean they like authority? I’m curious what everyone’s thoughts are?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later.
