How does the influence of planets change over time?

I was wondering if this only effects Saturn or other planets too? Time is under Saturn's domain and I have heard that pressures of Saturn can ease with time (perhaps as we learn lessons, structure or indeed become the old authorities we once fought!). Someone once told me that Venus in the 4th meant a good older life, I don't know what that's based on or if it's true.

Aside from transits and progressions, does the influence of planets change as a person gets older?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later.
