Weekly zodiac readings: do they change in different countries?

Hello! I apologize for my ignorance.

I follow astrologers from my country of origin-far away from the US. However, I enjoy listening to astrologers from my own country (I.e. this week is not the best due to neptune in pisces etc.). Is this the same for the US? Would their predictions for that week in That country match my predicted experience in the US?

I guess the question is: when they say a planet is in x zodiac sign, is that the same for everyone around the globe? Thanks

Is the via combusta really Scorpio?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later. Because when it has you match Libra vs Scorpio type traits, I come out more definitely Scorpio.
