How can a Sign be in a different House for 2 separate signs?

For example:

In Susan Millers July Aries report, she says that Mars and Venus are meeting in Leo in the 5th house

But in the Scorpio July report, she says that Mars and Venus are meeting in Leo in the 10th house

So Aries - Leo is in the 5th house And Scorpio - Leo is in the 10th house

How does that work for a generic monthly report?

My ascendent is - according to birth certificate time - 27 degrees Libra.
