Transpersonal planets and personal significance

Hi, I was wondering whether people who practice astrology could tell me a bit about how they think about the significance of transpersonal planets.

I often see on here an implication that these planets shouldn’t matter too much in the interpretation of our birth charts, because they are in the same sign for long periods of time, for many people.

Do you agree with this? Disagree?

Any comments about the significance of these planets on personal attributes are welcome! I’m just trying to learn and like hearing people’s stories

Is the via combusta really Scorpio?

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later. Because when it has you match Libra vs Scorpio type traits, I come out more definitely Scorpio.
