Is the Conjunction with Sun a dignity or debility?

I read the interpretations on astrology websites and it sounds like a dignity.

But then when I check an astrology software ZET 9, it shows being within 8 degrees of the sun is a debility (combust). Even if it it's within 17 degrees, they still mark it as a debility (under beams of the sun).

My ascendent is - according to birth certificate time - 27 degrees Libra. But I was just playing around with a rectification app and realized that if I didn't know the exact time, I'd definitely rectify it to 15 minutes later.
