A planet can be made to mimic exaltation behaviour even though planet is not exalated

Suppose a planet is debilitated neutral state eg venus in saggitarius or virgo can it be made to mimic venus in Taurus. I am just asking if it's possible. I know if that was so easy everyone would do it. I have read somewhere on internet that for somewhile planets lend their energies in the need of hour.
