What’s the difference between having a planet conjunct another planet vs that planet being in that sign?

For instance what’s the difference between Saturn conjunct ascendant vs Capricorn rising or Neptune conjunct ascendant vs Pisces rising. Or like Pluto conjunct Venus vs a Scorpio Venus.
